Since January 2024 Russ has moved full time as the Senior Responsible Officer (SRO) for Mid Cheshire FT new Leighton Hospital build programme, one of two national reference sites for the government’s 40 new Hospitals programme. Prior to this he was the Deputy Chief Executive and Chief Financial Officer at the Trust.

Russ has 30 years’ experience in the NHS and prior to joining Mid Cheshire in April 2019 was the Executive Director of Finance for Betsi Cadwaladr University Health Board - the largest health organisation in Wales. He has previously held the position of Director of Finance at the Cheshire, Warrington and Wirral Area Team of NHS England, where his responsibilities included commissioning £1.9bn of specialised services for the whole of the northwest. He has also previously been Director of Finance at Wirral University Teaching Hospital NHS Foundation Trust and Wirral Primary Care Trust.

Russ has been the Board SRO lead through numerous Estate developments including a £33m new community hospital build, two new  emergency departments buildings (£20m & £15m), £21m elective surgical hub and a £15m 2 storey modular ward build
