The proposals, announced by health minister Michael McGimpsey, partly confirm the structure outlined in 2006’s Review of public administration (RPA). This proposed a single regional board to replace the four existing boards and seven primary care-led LCGs.

Mr McGimpsey said the new regional board would focus on financial and performance management. He added that it would have up to 400 staff, not the 2,000 proposed by the RPA. The new LCGs would cover the same geographical areas as the five health and social care trusts.

A smaller Department of Health and a new common services organisation would complement the new organisations. He added: ‘These new organisations will be at the forefront of delivering better-quality services. They will work closely together, be more effective and efficient, and promote stronger links between hospital and community services.’

Consultation on the proposals will end on 12 May.
