Plans to implement HRG4+ –  a revised version of healthcare resource groups that takes a more granular approach to complexity – in 2015/16 and 2016/17 have previously been postponed in favour of providing greater stability during the current financial challenges.  But the national bodies responsible for the tariff want to take an early decision on the approach in 2017/18 to help the service prepare for changes and to support publication of tariff documents in 2016/17.

A meeting of the HFMA Payment System Group was briefed on three options: remaining with the current HRG4 design or using phase 2 or phase 3 of HRG4+. It is believed that retaining the status quo – HRG4 – has been all but ruled out – in part because it is based on old cost data covering 2011/12.
