While there is some support for improved targeting of the top-ups, there are fears that the Department of Health’s approach has swung too far the other way. Some organisations are now anticipating income cuts of up to £2m next year.
With the Department still finalising a list of specialist providers in November, directors complained that decisions appeared to be arbitrary and that there was inconsistency between strategic health authority patches.
